Gwynne Scheffer


Gwynne is an entrepreneurial-minded senior program/project manager with over 15 years of experience leading teams in the federal, public, private and non-profit sectors.  Since  2003, she has supported the Administration for Children and Families, Office of Head Start, in a variety of capacities including project management, discretionary grants administration (program and fiscal specialists), compliance monitoring and evaluation, training and technical assistance in Regions 2, 3, 4, 5, 6, 8, 9 and 10.  Most recently, Gwynne has provided strategic planning and grant writing services for programs in the Designation Regional System (DRS) and Early Head Start-Child Care Partnerships (EHS-CCP) in Regions 3, 4, and 10.

Over the years, Gwynne has presented at numerous national conferences on early childhood education for the Head Start community including the National Head Start Association’s Annual Training Conference and the Annual Parent Conference, national Association for the Education of Young Children, and National Black Child Development Institute, and regional conferences in Regions 3, 4, 6 and 9 on topics such as early childhood science, research to practice in education and early childhood development, educational systems planning for positive child outcomes, and building children’s vocabulary.

Gwynne has extensive experience in relationship management and overseeing accounts, implementing operations and processes, and employing effective change management techniques to develop and implement innovative solutions projects. She has managed project budgets up to $4M. Gwynne has led and contributed proposal teams resulting in $49M in wins. She successfully led 17 geographically dispersed virtual project teams by improving communications and systems to align with project goals. Gwynne is adept at defining requirements, staff management, organization and employee development and employee relations. She uses leadership, communication, and interpersonal skills to moderate public forums. Gwynne has strong communication, interpersonal and problem solving skills.

Gwynne serves as Assistant Director, Strategy and Faculty Support, Office of the Senior Vice Provost for Research at Drexel University in Philadelphia.
